Hong Kong Salaries Commission. Your paragraphs 2 and 3 —

1. / Expatriation pay I have not yet

received Malayan views on your suggested

compromise for expatriation pay on salaries

over £300 per annum. If Malaya see no serious

objection, I feel your compromise proposal

should be adopted.

Your paragraph 5. New proposal

regarding cost of living allowance of lower

grades. Your savingram No.86 has just

arrived. I had not previously seen terms of

strike settlement in respect of Government

daily paid labour. If you are in a position

to give me an assurance (a) that your present

proposals would result in total emoluments of

Government monthly paid minor staff becoming

substantially the same as total emoluments of

comparable Naval Dockyard staff, i.e. that

there will be no need for consequential

increases
